Lompoc, California (June 23, 2020) – The driver who died in a head-on collision last week Monday in Lompoc has been identified as Michael Daniel Martinez, 35.

The fatal two-vehicle crash happened just before 12:30 p.m. Monday, June 15 on Santa Lucia Canyon Road near Vandenberg Air Force base.

Authorities said Michael Culligan, 29, of Lompoc, was driving a Jeep on Santa Lucia Canyon Road when, for unknown reasons, he veered into the opposite lane and the Jeep collided head-on with a blue Lexus driven by Martinez.

The Jeep was reported stolen, authorities said.

Martinez was pronounced dead at the scene and his 37-year-old female passenger was airlifted to Santa Barbara Cottage Hospital with major injuries.

Culligan fled the scene on foot but was arrested near the Lompoc-Surf train station 1.5 miles away. He admitted to using drugs before driving.

On June 17, Culligan appeared at the Edward R. Roybal Federal Building in Los Angeles on a felony charge of involuntary manslaughter but did not enter a plea.

Culligan’s next appearance is scheduled for 11:30 a.m. on July 1 in Los Angeles federal court. He faces a maximum sentence of eight years in a federal prison if convicted.
