Visalia, California (August 17, 2019) – 50-year-old Kenneth Bates of Visalia has been arrested after a fatal pedestrian collision on Wednesday afternoon in Visalia, according to the California Highway Patrol.
The deadly crash happened at around 9:15 p.m. Wednesday, August 14, on Giddings Street, north of Vasser Avenue.
As per the CHP officials, 20-year-old Jennifer Pinkham of Visalia was crossing South Giddings Street mid-block when she was struck by a northbound Ford F-150 operated by Bates.

Firefighters along with paramedics found Pinkham lying motionless in the roadway with severe injuries due to the crash. Pinkham died as she was being taken to Kaweah Delta Medical Center.
Authorities confirmed that Bates was under the influence of a controlled substance at the time of the crash. He was booked into Tulare County Pretrial Facility on suspicion of driving under the influence causing great bodily injury or death.
