Tin Phan ID’d as Woman Killed in Westminster Pedestrian Crash on Westminster Boulevard and Goldenwest Street
Westminster, California (December 18, 2019) – The woman who was killed in a hit-and-run collision on Sunday evening in Westminster has been identified as Tin Thai Phan, 92, according to the authorities.
The deadly crash happened at about 6 p.m. December 15, at Westminster Boulevard and Goldenwest Street.
Police found Phan lying in the street with major injuries after being struck by a vehicle.

Phan was pronounced deceased at the scene of the crash.
The driver who hit Phan fled the scene but police were able to identify him shortly after.
The suspect, identified as Dung Quoc Kha, 35, was arrested and charged with vehicular manslaughter and hit-and-run.
