Rafael Bulman Dies after Traffic Collision on I-805 in San Ysidro
Rafael Bulman Identified as Man Killed in San Ysidro Scooter Accident on Interstate 805 Freeway near Highway 905

San Ysidro, California (May 5, 2020) – The man who was killed in a Scooter crash mid last month has been identified as Rafael Ismael Moreno Bulman, 66, of Mexico, according to the San Diego County Medical Examiner’s Office.
The deadly crash happened at about 10:15 p.m., on April 15, on Interstate 805, just south of state Route 905.
Bulman was riding a Vespa-style electric scooter southbound on the freeway when, for unknown reasons, he collided with a Mazda.

Bulman was thrown off his scooter on to the roadway. He was declared dead at the scene.
The driver of the Mazda, a 22-year-old man, was unhurt in the crash.
Drugs or alcohol were not believed to have played a role in the accident.
An investigation into the crash is underway.
